Pucca is an 11-year-old noodle delivery girl who works in a local which is run by her 3 uncles. The animated series centers around the adventures of Pucca in her hometown Sooga Village, her attraction to and obsession with 13-year-old Garu, a ninja-in-training. Neither Pucca or Garu speak in the series. Pucca is an international success thanks to its naive and funny themes. There have been a huge number of merchandise deals with Pucca, and she is known and loved by young people and adults alike.

Pucca: A young girl who is in love with Garu, a ninja. She is determined and playful. She's a noodle delivery girl for her uncles restaurant.
Garu: A ninja-in-training, who never talks after taking a vow of silence. He is often annoyed by Pucca's antics, but secretly enjoys her company.
Abyo: Garu's best friend and fellow ninja. He's egotistical and competitive.
Ching: Pucca's best friend and fellow ninja. She's the daughter of Chang, the master of Turtle Training Hall.
The Goh-Rong Restaurant Chefs: Pucca's uncles who own the noodle restaurant. They are called Dumpling, Ho and Linguini.
Ring Ring: The vain and selfish goddess of the wind, Pucca's enemy and rival.
Tobe: A villain who wants vengeance on Garu.
The Vagabond Ninja Clan: Binggure, Jumong and Jing Jing, three petty thiefs.
